1/2 cup bell pepper, chopped

1 tbsp tomato paste
2-3 chipotle peppers, in adobo sauce, chopped finely
1 clove garlic, minced
1 1/2 cup heavy cream
2 oz cream cheese, softened
1/2 cup Parmesan, freshly grated
4 tbsp oil, divided
Salt & pepper to taste
